Résumé
COURAGEOUS project aims to facilitate the development of a common baseline understanding amongst Member State authorities concerning the effectiveness of different technical systems intended for use in specifically the detection, tracking and identification of non-cooperative drones. COURAGEOUS focuses its efforts on five technical domains, on meeting the needs of civilian law enforcement/security stakeholders with C-UAS responsibilities in Europe. One key domain is the development of a standardized C-UAS systems testing methodology that will be used for testing both individual sensors & integrated systems.
In the project life cycle, WP3 is primarily focused on meeting the operational needs and performance requirements of civilian law enforcement/security stakeholders with counter-UAS responsibilities now and in the years to come. The work package considers both the current and future threat landscape in Europe, as well as anticipated advances in both UAS and C-UAS technologies.
Based on the requirements and metrics previously defined in D3.1.1: Operational needs for C-UAS coverage and D3.2.1: C-UAS system performance requirements and metrics, an evaluation framework will be developed, which aim to provide a structured tool by which to systematically document, review, compare and evaluate test results.
As part of Task 3.3 Develop an evaluation framework, this document aims to present a common framework by which Member States working in coordinated, voluntary fashion can test and share data regarding the performance of different C-UAS systems with one another. The evaluation framework is intended to create a common baseline understanding amongst Member State authorities concerning the effectiveness of different C-UAS solutions, which in turn shall support decision-making at national level regarding the development, procurement and/or operational deployment of different systems.
The deliverable contains two major parts: the evaluation methodology fundamentals and the evaluation methodology, explaining the problem approach logic and the generic contents for a monitoring and evaluation framework document.
The second internal draft version of Deliverable D3.3, will include a well-defined example of the evaluation methodology such that the views can be validated during the field trial.
