Abstract

We develop a mathematical model for strategic manpower planning for the Belgian Defence. The model is based on stochastic Markov chain theory and can be used for long-term steady-state forecasting. It allows the estimation of the impact on future manpower requirements of demographic tendencies or changes in either the implemented human resource management policy or the legal framework governing military careers.
