Performance measurement system implementation: Systematic review of success factors

Abstract

Introducing a new or redesigned Performance Measurement system is known to be challenging, but a well-designed system can provide significant benefits to an organization if effectively established. Each phase of this process, i.e., design, implementation, use, and review, presents unique obstacles but emphasis has been placed on the implementation phase as an area that is particularly problematic in practical applications. Many researchers focus on identifying enablers and barriers to success as part of the study on effective implementation. A previous systematic literature review was conducted which found that this research area is in a moderately early stage of development with many inconsistencies in terminology and operationalization of variables. In order to gain a more comprehensive understanding of this area, an extensive systematic literature review was designed which features a sensitive search strategy designed to capture a wider range of papers. This paper presents the partial results of this ongoing study and provides an example of an advanced search strategy. The results show that the advanced strategy provides a more complete review of the literature and increases the accuracy of the analyses. Characterizing the implementation success factors will allow resources to be targeted in such a way as to mitigate these factors more effectively. By managing the effects of the critical factors, PM system implementation can be improved which will support overall effectiveness of these systems.
